I unzipped the RAR to my public folder then in Kontakt 8 at the top, I went to File - Options - Library - Library tools - Add Library,  then selected the unzipped Noire folder. Works fine for me, Presets and all

Installs, but it does not open the app. Scanned for viruses, none detected.
