It's because it's a rar file and you can't extract that. Download 7zip via 7zip website. Download whatever computer your on, most likely 64-bit x64.exe. Then you just right click the rar file again and if you don't see 7zip, press show more options are you willl probably see it there and you just press it then extract it like normal

yes...the problem is that Ableton after a while overrides you telling it not to "phone home" and check for updates, even when you explictly tell it not to. You must remember to block inbound and outbound connections on your firewall on the AbletonLive12.exe file thats in the program/ dir in the Ableton folder.

its got nothing to do with Splice samples...its just something Ableton does (ignore your "dont download updates" checkbox) in order to fight piracy, and the only way i know of stopping it is using a powerful firewall to block all connections to the Ableton .exe file.
