Yeah it worked for me when i got the same error everone got , i just copied serum2vst3 from the extracted file to the path
this pc-> program files->common files-> vst3
if you search around enough you will find serum 2 vst file with a icon just delete that and then paste the serum2vst3 file from unzipped folder and then it worked once you restart fL
